Someone can adopt a child. You must be a British citizen or a permanent resident of the United Kingdom, Northern Ireland, Republic of Ireland or the Isle of Man, or you must have been granted leave to enter or remain in the UK for a period of at least six months.
If you are a citizen of a country outside the European Economic Area (EEA) or Switzerland, you will need to apply for an EEA or Swiss passport before you can apply to become a foster parent.

Can my 18 year old sister adopt me?
The short answer is yes, provided the person doing the adopting is an adult and meets the other standard qualifications. The category of adoption by a relative is also known as a “grandparent” adoption. Grandparent adoption is the most common type of adoptions in the U.S., but it’s not the only one. It’s important to note that the term “adoptive parent” does not necessarily mean the same thing as the word “parent.”
For example, if a grandparent adopts a child, that person is not a parent of the child; rather, they are an adoptive parent, which means that they have the legal right to make decisions about the care and upbringing of that child. Can you be adopted by someone younger than you?
The petition must be filed by the adoptive parent and the consent to adoption form must be filed by the adult adoptee. The adoptive parent doesn’t need to be older than 18 years of age. Adoptive parents are not required to pay any fees for the adoption.
