The vertical portion of a stair is referred to as ariser. The top of a step is called the tread. A minimum of two steps and a maximum of four steps would be translated into a two riser minimum.
Step and riser minimums are defined in the Building Code as follows: Step minimum: A step is required to be at least 2.5 feet (0.9 m) above the lowest level of the stairway. Do you need railings on both sides of outdoor stairs?

Should all stairs have handrails?
You don’t need to install a handrail if your home has three or fewer steps. If the stairway is less than 44 inches wide, the rail must be mounted on at least one side. The rail should be mounted on the edge of the stairwell that is open. If you’re installing a railing, you’ll want to make sure that it’s strong enough to support the weight of your furniture.
