It is permanent and can’t be removed if you use fusible hem tape instead of sewing a hem in place.
If you are hemming a garment that may need to be adjusted at some point, this may not be the best solution because there is no way to remove the tape.
If you do decide to use a tape to hem your garment, be sure to follow the manufacturer’s instructions on how to do so.

What Stitch do you use to hem pants?
Your machine should be set to medium straight stitch. From the top of the hem, place a 14 inch seam allowance. Go all the way around. The pins need to be removed as you go. Sew the bottom hem in place with a 1/4 inch hem allowance. Sew the two sides together using the same seam allowances as the front and back. Use a zig zag stitch to finish the edges.
Is it easy to hem pants?
It is easy to hem your own pants if you have a sewing machine. You need to gather your materials. You’ll need a sewing machine, thread in the same color as your pants, a seam ripper, iron and ironing board, measuring tape or ruler, scissors, a sewing machine, and a pair of pants. Does iron on hem tape last?
Iron-on hem tape can’t be removed from fabric and is intended to be permanent. It may have paper backing that you need to peel. There are other types of hem tapes that can be peeled off. Hem tape can also be used as a temporary hem.
You can use it to hem a piece of fabric that’s already been hemmed, or you can cut a strip of tape and fold it over the hem of a garment. Then, when you’re finished hemming the garment, you just peel the tape off and it’s ready to use again.
