In the past, we’ve reported on how the U.S. Agency for International Development (USAID) and the State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL) have been involved in a long-running dispute over who should be in charge of recruiting and vetting foreign nationals to work in the United States.
