Does a child account have to be an iCloud email?
If you want to create an Apple ID for a child under 13 years old, you have to use your own device in Family Sharing. One disadvantage in doing it this way is that you have to create a new email address and password for the child in order to use it.
If your child is 13 or older and you don’t want them to be able to log in to your iCloud account, you can set them up to use a different email account. You can do this by going to Settings > iCloud > Accounts > Sign-in & security > Children’s email accounts. This will allow you to set up a separate account for each of your children.
Can a child under 13 have an Apple ID?

Why can’t I create a child account on Apple?

Select “Change Payment Method” from the drop-down menu. Enter your child’s name and email address, and click “Submit.” You will receive a confirmation email with a link that you can use to log into your account and update your payment information. You can also use this link to change your card’s expiration date.
